Most Realistic Police Game

Hi all,
so I am looking for a police game that is hopefully pretty close to the real thing. I have played L.A. Noire, and its great, but I am looking for something more open-world. The two I am looking at right now are City Life RPG (Arma 2 Mod) and LCPDFR (GTA IV Mod). Anyone have anything else they would recommend?
